Classical Liberalism Is Stateless But Has Voluntary Governing.

The State and government are not necessarily the same. It is possible, I know for a certainty, to have a government that is purely voluntary in nature. The State, in contrast, is coercive and to be even more precise it is purely coercive in nature.
